[Q] Open Source / Free software topic

Hi,

I'm looking for the best forum where to ask help to select the right free software for my needs (photoshop alternative).

Unfortunately I can't open sites (firefox) as gnu.org, fsf.org! I don't know why, so I don't know where to ask... Can anyone point me in the right direction?
