samsung charger without adapter lags when use topic

Hi when i charge my phone using this new charger that i bought, this new charger has no adapter, it has a built in connector to plug directly without the need of adapter. When im using this my samsung screen works slowly than when not charging..

But when I use my old samsung charger with a need of adapter, the screen acts fast.

Any help? Is the new charger works to be this way?
